It has some room for improvement but i have had some success with it. Main Deck: 4 Wall of Tears 4 Mana Leak 4 Counterspell 4 Contempt 4 Man-O'-War 4 Ophidians 4 Rainbow Efreet 3 Memory Lapse 3 Time Ebb 2 Nevinrryal's Disk 2 Dismiss 18 Island 4 Quicksand Sideboard: 4 Chill 4 Hydroblast 3 Knights of Mist 2 Nevinrryal's Disk 2 Serrated Biskillion Wall of Tears are the key cards in this deck. They slow down an opposing onslaught very quickly (keep in mind you have 4 of them and they cost 1U). When used with Contempts and Man-O'-Wars they ruin most creature intensive decks. When you get out a lot of land cast Rainbows and counter everything else. I choose not to inlcude Rebounds because of their limited ability to counter a spell. This blue deck is pretty defensive so Rebound would not work well in it. The sideboard needs some work. Im not to great at making them so dont suggest using it.
