Short Answer: No. Long Answer: No, because i's only a short step away from having deck-copy boys standing over your shoulder while you're registering you deck, or thumbing throught the rego sheets, or grabbing your sideboard cards before you can hide them. Scouting is wrong and should stay a punishable offence. HOWEVER........ I believe that once a tournament is over, all decklists should be made available to anybody who wants to see them. There ought to be an implied duty of disclosure once you enter a tounament.
