I am open to any suggestions and comments, and hope to submit this to the DCI for formal consideration. ****************************************************************************** Penalty Rulebook ================ All Judges are to use these definitions for penalty assignment. A Judge must administer the minimum penalty, but may administer a greater penalty at their discretion. The examples given are by no means complete. Judges should use the definitions provided to determine what category a violation falls under. Players may only discuss the judges ruling for 5 minutes. After that time, the judges ruling stands and any further discussion must occur after the match and/or tournement is completed. Minor Infractions ----------------- Definition: Any violation of basic game rules. Penalty : Minor infractions result in a warning. Three warnings for Minor Infractions result in a Game loss. Examples : Skipping your untap, drawing before upkeep, casting a spell before tapping the mana for it. Misdemeanors ------------ Definition: Any violation of tournement-specific rules that is subject to interpretation. Penalty : Misdemeanors result in a Match loss and a Misdemeanor record added to your file. Examples : False shuffling, peeking at your next card to be drawn, scouting your opponents deck, falsly accusing your opponent of an infraction. Felonies -------- Definition: Any violation of tournement-specific rules that is clear and absolute. Penalty : Felonies result in a Disqualification and a Felony record added to your file. Examples : Poor sportsmanship, Mana stacking, drawing extra cards, excessive arguing with a judge, having cards in your lap/up your sleeve. Level 1 Banishment ------------------ Definition: Accumulating 3 Misdemeanor (or greater) records on your file. Penalty : Prohibition from playing in sanctioned events for 6 months. Level 1 Banishment record added to your file. Examples : 3 Misdemeanor records, 2 Misdemeanor records and 1 Felony record. Level 2 Banishment ------------------ Definition: Accumulating 3 Felony records on your file. Penalty : Prohibition from playing in sanctioned events for 1 year. Level 2 Banishment record added to your file. Level 3 Banishment ------------------ Definition: Accumulating 3 Banishments of any kind.
