How do you stop cheating? Well, you get down to the root of the problem. This doesn't include breaking your opponent's fingers though that might prove effective, it will detour people from Magic. I'm not a Pro Tour player and I'm not necessarily the best deck constructer as well so I don't have a reputation to help be noticed. I do have over 2 years experience playing Magic though. I have also been on the recieving side of some calls by judges that are just total BS. So, what's my point? I think that the qualification for DCI judges (espicially for the PTs) should be tougher. As far as I'm concern, DCI leaves too many grey areas for judges. I got screwed over a call that a critter with pro. white can survive a wrath. It's just common sense of the rules but some calls are even more difficult. What we need is a panel of officials to decide how a card works such as problems like playing a necromancy (or similiar animate dead critter spell) on a pro. black critter. Also, decklists should be required at all tourneys with a high cash prize. If a $1000 prize is offered and you know what your opponent will be playing, the temptation to sideboard before the match is to great. I've seen it before at a tournament and it wasn't pretty. So, if you want this cheating to stop at the pro tour, than we need judges that are more observant, with more common sense, and without those damn grey areas that so many seem to get lost in. Maybe have a judge take care of the life totals and someone to watch each players hands. This seems to be the only way to stop cheating unless everyone stops being such asses about it and decide to play honorably.
